SIP codec preference order ineffective

Connected a 'Sipura SPA' sip phone to asterisk with g729 as its preferred codec.
Problem: asterisk cannot make the connection:
set_format: Unable to find a codec translation path from alaw to g729
Connection only can be made if the Sipura's preferred codec is alaw/ulaw.
Is the sipura in the "default" context, or perhaps it's elsewhere?
If the other end of the call isn't g729, then the issue is transcoding and you need to have licenses to do that.
