Just this morning I was looking over the Release Guide for the 6.0 System Release Update 65 (Windows PCI). In there, for the DMV boards, it mentioned support for Pre AND POST connect events under the Global Call library. This means changing the dx_dial and to gc_MakeCall, and porting over parameters to the new scheme and events, too.
I haven't tried this, and, couldn't tell you if it would change results at all. But, if Global Call is the 'future', vs the older Voice API, then perhaps any improvements in the algorithm will be see there first.
