Call Manager license problems after port upgrade

We want to upgrade out port from 4 to 16 for use with Intel Call Manager.  When I drop the new license.lic file into the bin directory, it stops the call manager services.  Obviously the new license doesn't work.  What else do I need to do besides drop the license file in bin?  The 4-port license works fine when I revert back to it (call manager service will start fine and work).
