Synchornizing DMV600

Hi,

I am using SR5.1.1 feature pack with windows 2000, with DMV600 boards with MSI ISA
I am able to detect the boards, and synchorinze but when i make calls all the lines are returning GCRV_CONGESTION. There is no problem with the E1 line as we could make calls with the same board when configured with SR 6.0 with same configuration files with same parameters. Is there any thing else i have to set up other that this?
