TAPI Wav Driver

We cannot get the TAPI WAV driver to work in the following environment:
  - Windows 2000 server, SP4, latest patches
  - D/4PCI card
  - 5.1.1 SP1 software
The card is configured and started, the TSP (Gen2) driver is loaded and working, all functions in the talker32 (TAPI) sample program work, except playing or recording WAV files. The Dialogic WAVE driver 1.X is installed, but the property page displays "Status: Driver is enabled but not functioning properly".  The Settings button causes the error "Cannot load the Dialogic WAVE Driver 1.X driver.  The driver file may be missing ...".  However, the Settings button works during installation and shows the 4 ports correctly.  The dlgwave.dll file looks to be the correct version (7/8/2004).  We have tried re-installing  the TSP and WAV drivers several times.

Has anyone else had similar problems?  Any suggestions?
