Sorry, don't have specific help to your problem. However, some of our customers who have tried developing with TAPI have hit odd problems - usually relating to detecting call progression or detecting when a caller has hung up.
In any case, you might like to know that Intel have dropped TAPI support with effect from SR6.0. Hence you might do well to redevelop your application using the standard R4 API instead. That way you will not have these odd problems and also have support for future boards and software releases.
