D/240JCT-T1, windows 2003 & fax configuration

All,
I am trying to find out if I have problem with software support or operator error.
Situation is that we are trying to configure a D/240JCT-T1 card inside a windows 2003 small business server. The end goal is to use the board in conjunction with the Black Ice Impact Fax Server.
I loaded version 6.0 (complete) drivers are with everything in default (except the ISDNProtocal which is set to NI2 per our phone company) the card will start all services. Green light. However, there are no fax channels recognized by the Intel utilities, or Black Ice.
If I attempt to switch the FirmwareFile to spfax.fwl, I receive an error that stops the service. The error detail is " RunProgsInKey : SctsAssi.exe -LSctsassi.log returned fatal error."
Any suggestions on what I should do next?
