D42JCT No Dial Tone Detected

Hi
I'm a new user to the Dialogic card. I've successfully used DCM to config and star/enable the card and tried to use the gc_basic_call_model.exe to start a call. But received GCEV_DISCONNECTED event immediately with result info of "Dial tone not detected".
The following is partial of the log info. Not sure anything else need to be configured. I'm using the Analog GC, do i need to do the Country Dependent Parameter (CDP) setting?
