SS7SPCI4 dailogic board configuration for sms

hi 
i m very new to sms developmetn n need some help .
i m workin for cdma based n/w 
1) i m trying to run istr program (example program to recive sms data from is41)but whenever i send sms from cdma set istr shows nuthin .
2) do i need to run DCM else than gctload program
3) when i run gctload program it gives following message

pcm loss
level 2 state out of service 

but after s7mgt boot message
it gives 
pcm ok 
remote alarm cleard

pls if some one can review these configuration n tell me what i m doing wrong
