Problems with H245NegLogicalChannel::HandleOpen freezing my device

I spoke too soon.  After playing with it a bit more, I realized 
netmeeting has problems too.  If I turn the video transmission off and 
back on in netmeeting, it attempts to connect and I get an assert in the 
h263 decoding and my application using openh323 dies.
I'm using vich263, as that seemed the easiest to compile into openh323.
To enable that in my application, I do
 this->SetCapability(0,1, new H323_H263Capability(0, 0, 1, 0, 0, 
videoBitRate, videoFPS));
Should I be using ffmpeg instead?
I searched the lists, and it seems the older messages recommend vich263 
and the newer ones ffmpeg?
