Access Violation Error on DWORD GetTimestamp() under Windows

Hi, 
In the current rtp implementation, it's possible to crash openh323/opal by 
receiving malformed rtcp packet. It may be related to your problem. A patch 
is hanging around on my pc but I haven't released it yet.
