Netvibes.com / Scriptaculous

Is it possible to create a "dashboard" type application, like
Netvibes.com, w/ script.aculo.us?

If you look in the source for the Netvibes page you'll see they make extensive use of prototype.js
Scriptaculous is exactly the library you'd want to use to build something like Netvibes.
