delete readonly

I changed the "delete readonly" option to "yes" because some users couldn't delete their own files if they are read only, for example when they have copied them from a CD-ROM.
But now other users can delete them too, not only the owner, and also when it was set to "no" it somewhat limited the possibility of a user to accidentally delete a directory with lots of files.

Is there a way to allow a user to change the permissions of his own files? Then I could leave delete readonly to "no", and if he wants to delete them, he takes out the read only attribute and deletes it.
