sipXpbx startup problem

IIRC, this is not correct (at least up to r5209).
The media-server is started by the $SIPXPBXUSER but the executable is
suid root because it requires root permissions to run real-time threads.
The sipx startup script must be run by root to start apache ...
... and I don't think it is necessary but I haven't got a round (tuit)
changing this yet ... soon.
