The goal is to replace the CGIs with XML RPC interfaces.  These are much
easier to document and implement.  In the next (post-3.2) round of
development, I'd like to be able to eliminate apache from any system
that is not running the either the config server or the media server.


Strictly speaking sipXconfig (A.K.A. config server) does not need Apache either.
Some phone plug-ins expect profiles to be available through http, but we certainly do not need Apache for that. And sipXconfig WEB UI is handled by jetty.
