Closed milestones in edit ticket view

Hi everyone,

On the new ticket screen, the list of milestones is comprised of only
open milestones.  When you edit a ticket, though, that list is ALL
milestones, open and closed.  Is there a way to configure that?

We're running 0.9.2 here, and all is well.
