There are no per-owner permissions, AFAIK.

I guess you could tweak the AddComment macro so that users without the
WIKI_MODIFY priviledge can only add comments without altering the rest
of the page.

Preventing all users but the creator from editing a page does not
sound really 'wiki' style, do it ?
