Tv card performance (setting PCI latency in Bios)

Hi,

I always had problems with the Video/Audio sync in watching TV with my TV
card.
The Audio delay became longer and longer while watching.
The problem was only with Linux, I had no problem with the Windows driver.

Yesterday I changed the PCI latency in by computer Bios from 64 to 96, just
to test my computer
performance with this setting, and to my surprise there was no more delay!!!

Why did it happened, and why the Windows driver didn't supper from this at
all?

What is the overall performance drop/raise is there by changing the PCI
latency from 64 to 96?
By changing to 96, all the devices on the PCI bus are now 96 (modem, network
card, TV card), but the AGP VGA card is still 248.
