Survey: Best overall choice for v4l pci card today

You cant. Hauppauge are all the time selling different cards under the
same product name, even in boxes with the same product number, even once
in the same wholesale batch! Only working strategy has been: buy
whatever is available, then pray :-(

So I wonder if I could get some survey-type answers to the question of
which PCI card is best for general v4l usage today; by "general" I mean:
for the following applications: capturing cable tv, radio, and cctv.
