Query About searching transmitters

Hi,

  If I want to just search valid transmitters (frequencies), is 
it sufficient just to use the VIDIOC_S_FREQUENCY ioctl (to set the 
frequencies) in a loop with increasing frequencies, or is there 
some other calls to be made before this? (Other than 
VIDIOC_STREAMON for video display)
  Can anyone please help me out in this?
