Best options for image processing



I'm looking at setting up my own very simple image processing app. Ive been doing this with a very expensive industrial camera and its SDK at work without problems, performing pixel modifications on the video before its shown on screen. I wish to repeat this at home using a capture card and remote camera to measure heights of objects and distinguish approximate colours.

I havent any idea about the state of the art in Linux video processing so I thought this was the best place to ask - if im looking for a cheap solution (hardware and software) but with as high a frame rate as possible from the TV card, what hard/software should I be looking at tracking down? I'm running Fedora Core 3 and Windows on the same system so if theres a windows solution thats possibly less complex then im open to that too. All i really need is a sort of 'DLL' for interfacing with the TV card I think.
