building after 'make menuconfig' does not work in all configurations

Yes, it should be supported. To make clear what make rules are expected
to work to the users, I've included a INSTALL file describing it. Also,
now we have:
make help - Just shows INSTALL file
make release - This allow changing the kernel. Very useful to test
compilations against other kernel versions. It should be used like:
make release VER=<some-kernel-version>
