Frame rate enumeration ioctl



I agree with you.  However, while we're at it, I think we should also
have a way of enumerating the frame sizes.

I'd say to be consistent, enumerating framerates should look like:
VIDIOC_ENUM_PARM

And maybe enumerating frame sizes should either be an extension to
VIDIOC_ENUM_FMT, or perhaps it's own ioctl.
