[Bug 5183] titles in short urls: question mark not supported

It works if I manually double-escape the question-mark.  So instead of this:  
http://xaraya.lan/articles/This_is_a_%3F_test.  
  
it works with this:  
http://xaraya.lan/articles/This_is_a_%253F_test.  
  
But to be practical, this would have to be coded into  
articles_userapi_encode_shorturl().  Or would that break other things?
