[Bug 5419] non-Administrators can assign themselves and other non-Administrators to the Administrators role

ok.  I looked at the privs and see no conflicts.  The only "roles" privileges
are the original "lock" privs that come with xaraya and the AdminRolesStaff priv
I have set up.
