[Bug 4353] "Use Admin Dashboard" option

The admin dashboard has been separated out from the admin.xt template in the
com.xaraya.core mtn scenario and returned to it's prior functionality.
Now, admin.xt works as per the normal template override system in Xaraya, as it
used to prior to introduction of the dashboard, and can be extended with
admin-{somefunction}.xt.
The dashboard option is still there in Xaraya, and is set by default to use the
dashboard.xt page template, although there is a config option to be able to set
it to another name, eg admin.xt. The dashboard theme overrides any other admin
templates.
This area probably still needs some work and testing, but is there to improve.
The next step would possibly be to introduce user variables for this config option.
