[Bug 5071] Patch to support short urls with PHP-CGI

Thanks for trying it. I'm just setting up a new install in a subdirectory and I
get no errors after applying the patch to a clean 1.0.2 without any other
changes on my PHP-CGI system.
I can understand the condition of going to the domain name alone - that would be
the one time you'd have no PATH_INFO set on a mod_php system so the only time
this patch would have any effect at all. But getting an error there would
suggest you have something in your REDIRECT_URL. Do you perhaps have a redirect
in your top level .htaccess to take you to the Xaraya subdirectory? If so when
you go to domain.com/subdir directly does that also error?
If I get the time I'll set up a mod_php system of my own and test on that.
