[Bug 5372] Change order of DD inputs in modify forms

I noticed today that there is in fact an 'order' field for the DD fields...
never noticed that before.  So that partly addresses this feature request,
though the 'order' field is cumbersome to use because you have to click back and
forth among the different "edit property" screens for each property.  That is,
you have to click on 'Edit Property "Something"', change the order number to
some number that isn't in use, then update and click on 'Edit Property
"Something Else"' and change that number, etc.  Sometimes you have to make 3
changes to alter 2 properties, because you have to change the first to free up
the order number, then assign that order number to the second property, then
assign the second property's former order number to the first property.  Lots of
mouse clicks.

Possible solution: Move the 'order' field to the 'Modify Dynamic Properties for
"Something"' page... that is, so it's exposed when you first maximize the
property and you don't have to actually open the new screen for that property. 
That way you could maximize a couple of the properties (without going to a new
screen) and switch the two order numbers, then Update.  This could be done for
many properties at one time, since the UI allows you to maximize many properties
at once.
