[XAR2] Proposal for directory layout reorganisation

The past few weeks a couple of us have been braining about how we 
could fit the features / requirements we would like to have in the 2.x 
series of Xaraya, in particular focussing on how the file and 
directory organisation should look like to be able to host these features.

As a reorganisaton of directories and files is a very intrusive action 
to take on a framework codebase. We let our thoughts cook for a bit, 
refining little bits along the way.

We think we have come up with a base proposal now which is suitable. 
At this point we seek critical readers/commenters on it, so we can 
improve where we want, simplify where we can and ammend where we need.

The proposal as such is incomplete (for example, in the Q&A section 
there are some Q's which have no A) but it's detailed enough to 
warrant a public review at this time.
