Essentially, yes. And that is my own primary investment in the re-org. 
The new system will simply have an API subfolder and a GUI subfolder (as 
well as LIB, DATA, and TEMPLATES). This is (finally) the intuitive way 
to structure module files.

I don't have any problems with the rest of the changes, but this is the 
only one that I'll see major impact from.
