[XAR2] Proposal for directory layout reorganisation

Actually, can we get a possible/proposed ETA on these changes, assuming 
they are approved? I'm daily subjected to the schizophrenia associated 
with differentiating between admin/user when writing intranet modules. 
Save my sanity, plz.
