[XAR2] Proposal for directory layout reorganisation

Overview I like the restructuring.  I like the idea of getting rid of 
the admin functions so we only have one set of GUI code.  Maintaining 
both user and admin code is a real pain.

Although although I'm not sure how having modules below the webroot is 
going to work.  With modules below the webroot how can they include 
images and scripts?  How is that going to work?  I've been using more 
javascript in my development and plan to use even more in the future. 
Currently I like the modules being self-contained.  They are really easy 
to install, just drop the module into place and it's ready to go for the 
most part.  Just my initial thoughts, I may be missing something though.
