xarbb - Use Topic Edit Stamp cannot be deactivated

Not sure, if I get this right ... AFAIK there are no settings to be 
adjusted in the comments module.

At the moment I can't manage to get rid of the "Topic Edit Stamp" in 
xarBB postings.
