register.php

Hi, I recently refactored registration/xaruser/register.php, keeping all 
the existing functionality (hopefully) but making the code more 
structured and modular, and breaking out some code into useful API's.

jojo has done a bit of testing. I would appreciate if anyone else could 
also take a look before i commit it to the repository, since breaking 
registration would generally be a bad thing :)
