changing themes won't work

Another post-upgrade situation. I can't change themes. I have 3 themes  
I'd like to switch between. They reside in the themes directory, each  
with different ids, etc. I can have them all active and installed or  
deactivated and installed and my site still goes to the theme I had  
set before I upgraded.

I've been checking the DB theme states table and it changes when I  
change the active to deactive, but the theme won't change. Am I  
missing another setting somewhere? How does the theme stay for the  
site even if I deactivate it or try to switch to another one? I've  
even dumped my template cache. Where's the setting I can use to switch  
themes if the interface won't let me do it?
