Do you have the two boards cabled together?
Whenever you have more than one Dialogic card in a system they need to be connected to each other via SCBus or CTBus cabling. In your case I am almost sure that you need a CTBus cable (they are not cheap, considering that they are little more than a 4 drop IDE cable); make SURE that you use both end connectors on that cable, leaving the unused connectors in the middle.
