5ESS trouble getting the D Channel working

Hello,

I am in the process of switching our software from CAS to ISDN 5ESS and I am having trouble getting the D Channel up. My D Channel should be channel 24 and I am seeing a green light on the back of the card (D/480JCT-2T1). I am using "isdiag 1 1 t s" to intiate my test. When I go into that program I notice that the D Channel slowly toggles from having the data link up to data link down. According to our provider the D Channel is not active at all. Any clues on how to get this working?
