VOX format is a compressed data stream of 4 bits nibbles, that expands into 8000Hz/16bits mono as WAVE Raw data PCM.

 Details about a routine to perform such conversion from VOX 8000Hz or 6000Hz, are to be found in the book Mastering Computer Telephony Integration, that has the complete sample C code for such action, or you can find a descriptive algorithm as well in PC Telephony book of Bob Edgar.

  Now how you integrate this with other tools, like Media Player, is already a matter of Windows API specifications.
