The boards you've mentioned seem to be up on the market already.
While for actions you are looking for, there are some small details you need to know:
- detecting off hook remotely on a taped line is not so easy, cause being a loop current analog line, usually this is quite impossible. Normally you may use it as pressing some DTMF digits to activate/deactivate some functions.
The rest of the functions might operate okay, it is also a small question mark on the ability of collecting Caller ID, depending obviously on how that data is send over.
