16383 Could not start dialogic service

We are facing following error.

Error No : 16383,
Error Description : Could not start dialogic service.

Instance when error occurs : When we try to start the
service from DCM (Dialogic Configuration Manager) or
when we start the service in the services of win 2k.d

Possible cause we have found on the net:

1. Hardware and software configuration don't match,
may be because of the jumper settings on the D300 board
or may be because of IRQ settings mentioned in the
DCM.

2. Parameter file and the Firm ware file are not
defined correctly.

Our configuration is:
OS: Win2k
P3 with ISA AND PCI slot.
Country specific settings we want: for USA
Voice board : D300SC-E1
Conference board : DCB320

I have following Q:

Q1. Name of the parameter file that we should be
using.
Q2. Name of the firm ware files for both the cards.
Q3. We have set jumper 7 , out of 3 vertical pins
toward the end of the card, 2 bottom most pin, is it
the correct way of point it ?

(Note the card has printed : Shunt 2 and 3 for jump 7)

Q4. Where all in Dialogic configuration manager, do we
have to define following files.
 4.1 Jumper number or IRQ.
 4.2 Parameter file name (Should this be specified
with complete file path and file extension)
 4.3 Firmware file name.
