If you have two Septel boards in one chasis, you have to use host based MTP3
and upper layers. So, only MPT2 should be running on the board.
In the case, you don't need route messages between boards (on MTP3), there
is possibility to run gctload twice - one for each board, but the easier way
in this case is to have single board in a chasis.
