240SCT1 ISDN NI2 and Siemens Switch

I'm using a 240SCT1 board configured for ISDN protocol NI2.
I've tested with one carrier using a 5ESS switch and am able to make and receive calls successfully.

However, when I changed to a carrier using a Siemens switch, I can receive calls but outbound calls fail. Supposedly there is an extra parameter (Network Facility Message) that the 5ESS is fine with, but which causes the Siemens switch to choke.

Any Ideas?
