I've got 2 * DM/V960-4T1s, 2* DM/V2400A, and 5 * DM/N960-4T1s (9 boards total) in an Alliance systems I-5000 Server and they work fine. Your issue is probably due to a peculiarity with the dell server (some kind of irq/dma/memory conflict) since the 6650 appears to have plenty of power (Dual 900 W supplies). With the kind of density of Dialogic ports you are using should probably be moving to a system with a passive backplane which is setup so it doesn't have those problems, and which you could expand further.
A warning though - we had problems with SR6.0 for windows PCI. Several things were broken in 5.1.1 and which have been fixed in SR5.1.1 FP1 and recent service updates are broken in SR6.0 (have you noticed there have been no service updates for SR6.0). Some other things appear to have been broken in SR6.0 that were fine in 5.1.1.
I can't seem to see the advantage of 6.0 since Intel doesn't seem to be fixing the bugs in it. I bought it, and then had to buy 5.1.1 FP1 (which I had thought I could skip over).
