Line Tapping with D/4PCI

I am programming with VB.NET to create a TAPI application that interfaces with the D/4PCI to tap 4 analog lines. Because it is tapping the line, the card itself doesn't actually answer the call. The problem is that the card sends a disconnect flag after about 7 seconds even if someone answered the call on another station. Is there a way around this? It seems to me that the card should still see some activity on the line when another station has picked it up. Thanks.
